insist部分是分词后置定语，修饰voice，这里是倒装，或者叫做主语修饰语后置，是倒装的一种，这个语法点以后还会出现：

两个that部分都是宾语从句

incompelte adj. 不完整的。（和吸烟那个问题是一模一样的吧，这里就等于第一段的“inconclusive、uncertain”这些词）

这里的it是形式主语，to部分才是真正的主语
pour sth into sth：把...倒入...。
fume n. 烟雾（CO2）
until部分是时间状语从句：until we know for sure. （和这里是不是很像呢——that we didn’t know for sure）

100部分是省略when的定语从句，修饰time，当先行词为时间时，关系副词可以省略

with部分是伴随状语
the risk指的是全球变暖带来的危险
prudent adj. 谨慎的；精明的
take out：取得

总结：第三段是说，现在，全球变暖的现象就和以前吸烟的现象一样，都是很多人不信，但是，现在还没有关于全球变暖的100%的证据，但是，等到有的那天，就太晚了。所以，谨慎的国家（民族）应该现在就制定一些保险的政策（相信科学）。
