2020年9月SAT北美卷考察了非常的一篇历史文献，即《华盛顿总统的告别演说》（Farewell Address）,全文六千余字，本次历史文章只节选了美国国际关系和对外政策的相关主题。

　　纵览告别演说全文，开篇表明拒绝再次竞选总统的立场（美国宪法直至第22条修正案才规定美国总统的任期限制不超过两次），然后强调政府统一民族团结对于集体和个人幸福的重要意义，其次点明中央政府存在的必要性，警惕党派分立的危险，在说明宗教和道德在昌明政治中的重要角色后，过渡到对外政策的讨论。

　　“Observe good faith and justice towds. all Nations. Cultivatepeace and harmony with all. Religion and morality enjoin thisconduct; and can it be that good policy does not equally enjoinit? ……”

　　在这一段中，华盛顿提及要遵守对所有国家的信约和正义，同所有国家促进和平与和睦。2019年8月北美卷的历史双篇文章中，Passage2节选自“Americanus No.I”by Alexander Hamilton，文章主题关于美国是否要帮助法国对抗其他欧洲国家。

　　此篇文章涉及Treaty of Alliance《联盟条约》(1778)的背景，这份条约是法国与美国签订的，内容包括如果法国与英国开战，法国将与美国结盟；以及如果发生战争，两国将共同努力击败共同的敌人。当时财政部长亚历山大·汉密尔顿(Alexander Hamilton)等人认为1789年法国大革命的爆发结束了该协议。

　　但国务卿托马斯·杰斐逊(Thomas Jefferson)等人则认为该协议仍然有效, 并得到了华盛顿总统的支持。但是随着法国大革命的战争开始吞噬欧洲，华盛顿宣布中立以及在随后的1794年中立法案废除了条约中的许多军事条款。法美关系开始下滑，并因1794年美国和英国签订的《杰伊条约》而恶化。

　　在下一段文字中华盛顿点明了美国应该如何处理与他国的关系，“In the execution of such a plan nothing is more essential than that permanent, inveterate antipathies against particular Nations and passionate attachments for others should be excluded; and that in place of them just and amicable feelings towards all should be cultivated.”

　　华盛顿提及不要对某些国家抱着而固执的厌恶心理，亦不要对有些国家始终抱有拥护之意，对所有国家都应该建立公正而有友善的情感。

　　紧接着讲明对他国怀有偏爱的弊端，“Sympathy for the favourite nation, facilitating the illusion of an imaginary common interest, in cases where no real common interest exists, and infusing into one the enmities of the other, betrays the former into a participation in the quarrels and Wars of the latter, without adequate inducement or justification.”

　　对偏爱的国家持同情态度，就会幻想彼此有共同利益，而实则真正的共同利益并不存在，而且把他国仇恨灌输给自己，当他国与别国发生争端时，自己也不得不身陷其中。

　　关于外交政策，华盛顿呼吁国民应提防外国势力的阴谋诡计“Against the insidious wiles of foreign influence, (I conjure you tobelieve me fellow citizens) the jealousy of a free people ought tobe constantly awake; since history and experience prove thatforeign influence is one of the most baneful foes of Republican Government.” 外国势力是共和国政府最致命的敌人之一。

　　“The Great rule of conduct for us, in regard to foreign Nations is in extending our commercial relations to have with them as little political connection as possible. So far as we have already formed engagements let them be fulfilled, with perfect good faith. Here let us stop.“

　　华盛顿建议在处理与外国的外交事务中，最重要的原则是除发展商务关系之外，尽量避免牵涉政治。履行已签订的盟约，以此为限，不再增加。自此，我们基本可以想见华盛顿的基本外交政策，即孤立主义，辐射美国接下来的一百多年，直至次世界大战后，美国才开始背离孤立主义。
