The diagram is an illustration of how a person obtains [“(付出点努力而)获得”，及物动词] a driving license in the US.
Obviously, a person needs to go to the driving license center before anything starts. On the arrival, the person first needs to fill in a number of forms. As the forms are submitted and processed, the applicant must pass an eyesight test to take the remaining steps; otherwise, he or she is ineligible [“够格的”;“不够格的”是eligible] to drive. At this stage, no fees need to be paid.
The second stage consists of two sections. The first is to take the written test, and the applicant either pass the test within three attempts or will be unable to proceed [“继续进行”，不及物动词]. The second section, open only to those who successfully go through the previous section, is to pass the road test. Candidates [“应试者”，这个词不能不认识] who pass the road test get the license for free; candidates who fail in either section pay the fees and will not be qualified[“够格的”] to drive.
